Russian President Vladimir Putin was met with a grand welcome in Pyongyang this Wednesday, where North Korean leader Kim Jong-Un expressed his “full support” for Russia’s war in Ukraine and promised to maintain stronger strategic ties with Moscow.

The lavish ceremony and cheering crowds commemorated the Russian president’s first visit to North Korea in over 24 years, as he walked towards Kim Jong-Un on a red carpet rolled out for him. Video broadcast by Russian media showed an honor guard, including mounted soldiers, and a large crowd gathered at Kim Il Sung Square in the capital.

Giant portraits of the two leaders adorned the square’s main building, and there were children holding balloons. The visit is expected to reshape both decades of Russia-North Korea relations and general international politics at a time when both these countries are facing international isolation.

From the ceremony, Kim Jong-Un and Vladimir Putin drove to the Kumsusan Palace to begin summit talks. According to North Korea’s state news agency, KCNA, the partnership between the two countries is an “engine for accelerating the building of a new multi-polar world,” and Putin’s visit demonstrates the invincibility and durability of strong ties and unity. As North Korea gains political backing and promises of economic support and trade from Russia, the warming ties between the two nations have been used by Moscow to provoke the West. North Korea has been heavily sanctioned by the UN Security Council over its weapons program, while Russia also faces sanctions over its activities in Ukraine.

The United States and its allies face growing concerns as they fear Russia could provide aid for North Korea’s missile program, which is banned by UN Security Council resolutions. Meanwhile, Pyongyang has been accused of providing ballistic missiles and artillery shells that were used by Russia against Ukraine. The accusations were prompted by Russia’s veto that ended the monitoring of UN sanctions against Pyongyang over its nuclear programme. Both claims have been denied by the parties in question.

At the start of Wednesday’s talks, Putin, in his speech, thanked the North Korean leader for their support for his war in Ukraine, part of what he claimed was a “fight against the imperialist hegemonistic policies of the U.S. and its satellites against the Russian Federation.” He called the recent agreement between the two nations a fundamental document that “will form the basis of our ties for the long term,” making a reference to the Soviet Army’s support for the Korean Peninsula against Japanese imperialism and Moscow’s support for the North during the Korean War.

As claimed by US Secretary of State Antony Blinken, Putin’s visit to Pyongyang depicts Russia’s “desperation to develop and strengthen relations with countries that can provide it with what it needs to continue the war of aggression that it started against Ukraine.” It is also reported that the North may seek to increase labor exports to Russia in an effort to gain foreign currency despite sanctions, according to the Institute for National Security Strategy. There will also likely be talks on expanding cooperation in various industries and the promotion of North Korean tourism in Russia.
