Lucknow: In a bid to streamline service delivery and ensure subsidies reach only genuine beneficiaries, the Uttar Pradesh government has made Aadhaar mandatory for beneficiaries under the cow adoption scheme. According to a notification issued by the Principal Secretary, Animal Husbandry, K. Ravindra Naik, beneficiaries will now have to furnish proof of possession of an Aadhaar number or undergo Aadhaar authentication to receive the monetary support of ₹50 per cattle per day for up to two cattle.

The move aims to eliminate duplicate and fake beneficiaries, facilitate direct benefit transfers, reduce paperwork, and improve transparency in the disbursal process. The government has also outlined mechanisms to address biometric failures during Aadhaar authentication, including face authentication, OTP-based verification, or other approved fallback options.

Direct Benefit Transfer: Funds will be transferred directly to the beneficiaries’ bank accounts after Aadhaar verification and linking.

Grievance Redressal Mechanism: A grievance redressal mechanism has been put in place to address any issues that may arise during the implementation of the scheme.Wide Publicity: The department has directed the implementing agency to widely publicize the new requirement and ensure that the Aadhaar mandate does not become a barrier to access.

The cow adoption scheme provides financial support to individuals who adopt stray cattle from temporary or permanent cow shelters. The scheme aims to promote the welfare of stray cattle and provide financial assistance to individuals who take care of them. Currently, there are over 1.50 lakh stray cattle that have been adopted by individuals under the scheme.

The government’s decision to make Aadhaar mandatory for beneficiaries is expected to bring more transparency and accountability to the scheme, ensuring that benefits reach only those who are eligible.
