A diplomatic achievement for China as it expands its dominance on the global stage with the Beijing declaration

Beijing, 23 July– Negotiations in China concluded on Tuesday with Palestinian factions, including Hamas and Fatah, agreeing to put an end to their differences and form an interim national unity government, according to China’s foreign ministry.

Following a two-day forum presided over by Foreign Minister Wang Yi, the agreement was signed in Beijing, according to a social media post by Chinese television network CGTN.

Together with the two main adversaries, twelve other smaller Palestinian factions were involved in the discussions. CCTV, the official broadcaster of China, prevented further information about the partnership.

According to senior Hamas leader Hussam Badran, the establishment of a Palestinian national unity government to oversee Palestinian affairs was the Beijing Declaration’s most crucial component.

“This creates a formidable barrier against all regional and international interventions that seek to impose realities against our people’s interests in managing Palestinian affairs post-war,” stated Badran.

According to Badran, the national unity government would supervise rehabilitation, arrange for elections, and regulate Palestinian matters in the West Bank and Gaza. At the moment, Fatah serves as the centre piece of the Palestinian Authority, which has some degree of authority over the Israeli-occupied West Bank, while Hamas controls Gaza. Fatah leader and Palestinian President Mahmoud Abbas came to office in March under the leadership of Mohammad Mustafa, one of his close aides.

For many years, Hamas and Fatah have disagreed on how to regard Israel. While Hamas refuses to formally recognize Israel, Fatah controls the Palestinian Authority, which rules over portions of the West Bank and has agreements for temporary peace with Israel.

Egypt and other Arab nations have been attempting to bring Hamas and Fatah together for the past seventeen years. Whether the agreement made in Beijing will hold up in the face of local circumstances is still to be seen. Hamas armed men expelled Fatah forces from Gaza in 2007 and took control of the coastal enclave, the two factions violently broke apart.

With China portraying itself as a major mediator in international diplomacy and challenging the US in its traditional role, this situation has opened up new dynamics in world politics. China’s role as a middleman in international diplomacy acquired credibility since it mediated peace negotiations between Iran and Saudi Arabia, two of the Middle East’s biggest foes. In a change of attitude, Israeli Prime Minister Benjamin Netanyahu stated that he was willing to think about a possible hostage exchange in exchange for a brief cease of warfare with Hamas in Gaza.

He did, however, restate the fact that the battle would not cease until Hamas is defeated. While a ceasefire can be sparked by the stability of an interim national unity administration, a lasting solution to the Israel-Hamas conflict is still far off.
