Uttarakhand is set to implement the Uniform Civil Code (UCC) on Monday, becoming the first state in independent India to enforce such a law. Chief Minister Pushkar Singh Dhami announced that the government has completed all necessary preparations, including rule approvals and training of officials, to ensure smooth implementation. The law aims to bring “uniformity in society” and promote equal rights and responsibilities for all citizens.

Describing the UCC as the state’s contribution to Prime Minister Narendra Modi’s vision of a developed, harmonious, and self-reliant nation, Dhami referred to it as an offering in the “yagya” of nation-building, according to PTI.

The BJP had promised to implement the UCC in Uttarakhand during its campaign for the 2022 assembly elections, where the party secured an unprecedented second consecutive term in power. CM Dhami attributed this historic mandate to the party’s commitment to passing the UCC.

In March 2022, the newly re-elected state cabinet approved the formation of an expert panel to draft the UCC. The panel, chaired by retired Supreme Court judge Ranjana Prakash Desai, was constituted on May 27, 2022, and spent a year and a half consulting various sections of society before submitting a comprehensive four-volume draft on February 2, 2024. The Uttarakhand assembly passed the UCC bill shortly thereafter, and President Droupadi Murmu granted her assent in March 2024.

Following this, a second expert committee led by former chief secretary Shatrughna Singh was tasked with framing the rules and regulations for implementation. The Singh committee submitted its report late last year, and the state cabinet recently approved the proposal, authorising CM Dhami to decide the date for its rollout. He chose January 27, 2025, a day after the nation celebrated its 76th Republic Day.
