UN Secretary-General Antonio Guterres expressed deep alarm on Tuesday over the intensifying conflict between Israel and Hamas, which has seen the expansion of ground operations by the Israeli army. Guterres emphasized that international humanitarian law must be upheld by all parties and cannot be applied selectively.
The UN chief reiterated his call for an immediate humanitarian ceasefire and unimpeded access for humanitarian aid to address the urgent needs arising from the crisis in Gaza. He expressed deep concern about the potential for a wider conflagration and urged leaders to exercise restraint.
The UN Office for the Coordination of Humanitarian Affairs reported significant Israeli ground operations in Gaza continuing for the fourth consecutive day, accompanied by intense bombardments. The Ministry of Health in Gaza stated that 304 Palestinians were killed on October 29, bringing the total fatality toll since the start of hostilities to 8,309, with 70% of the victims being children and women.
Guterres stressed that civilians have been disproportionately affected throughout the conflict, emphasizing the need to protect civilians on both sides. He pointed out that international humanitarian law establishes clear rules that all parties must abide by.
In addition to addressing the immediate crisis, Guterres also expressed concern about the level of humanitarian assistance allowed into Gaza, which he described as inadequate given the dire humanitarian situation. The UN continues to work to provide aid to those in need.
