Reservation Quotas to Be Increased by the Bihar Government Based on Caste Survey

Chief Minister Nitish Kumar of Bihar has declared that the state’s reservation quotas will be increased to 65% based on the results of a recent caste survey. The quotas for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and Extremely Backward Classes (EBC) would all be covered by this proposed increase, and they would be modified in accordance with the population of these groups. The 10% reservation currently in place for Economically Weaker Sections (EWS) would remain unaffected by these planned increases, meaning Bihar’s total reservation would reach 75%, exceeding the Supreme Court’s 50% reservation cap. This is a crucial point to note.

The recently released caste survey report provides critical insights into Bihar’s social and economic landscape. According to the data, 34% of households in the state make ₹6,000 or less a month. Coincidentally, the report also brought attention to the differences in income between various caste groups. One example is the economic disadvantage experienced by certain upper castes, which comprise approximately 15.4% of the population. Comparably, the research revealed that some OBC subgroups, such as the Yadavs, who make up about 27% of the population, have more significant economic difficulties.

It’s important to remember that 94 lakh families in the state of Bihar live in poverty. On the bright side, Bihar’s literacy rate has increased from 61.8% in 2011 to 79.7% today.

There was some debate surrounding the caste survey report’s presentation. Opposition BJP legislators accused the ruling coalition of manipulating population figures for specific communities, such as the Yadavs and Muslims, to gain political leverage. Chief Minister Nitish Kumar, however, disputed these assertions, stating that the process started in the 1930s and that caste surveys have not been carried out in the nation since British colonial times.
