PM Narendra Modi spoke about the Pradhan Mantri Vishwakarma scheme on the occasion of 15 August at the Red Fort. After the announcement, the Cabinet Committee on Economic Affairs chaired by Prime Minister Shri Narendra Modi approved a new Central Sector Scheme “PM Vishwakarma.” The scheme’s main aim is to preserve the work of traditional artisans and their craftsmanship by providing financial as well as market assistance.
The scheme is implemented for five financial years initially and is from FY-2023 to FY-2027. It is estimated that around 30 Lakh artisans and their families will benefit from this scheme. The budget of the scheme ranges from 13000-15000cr. It is a centrally funded scheme, but the contribution and cooperation of state governments are much required.
The scheme’s objective is to build up and foster the ‘Guru-Shishya parampara’ or family-based practice of traditional skills carried by artisans and craftsmen who have been working with their hands and tools for generations. It also focuses on improving the quality and reach of the products made by artisans and craftspeople, and ensuring that the Vishwakarma artisans are integrated with domestic and global value chains.
In the initial phase, the scheme will focus on 18 traditional trades: Carpenter (Suthar), Boat Maker, Armourer, Blacksmith (Lohar), Hammer and Tool Kit Maker, Locksmith, Goldsmith (Sonar), Potter (Kumhaar), Sculptor (Moortikar, stone carver), Stonebreaker, Cobbler (Charmkar)/Shoesmith/Footwear artisan, Mason (Rajmistri), Basket/Mat/Broom Maker/Coir Weaver, Doll & Toy Maker (Traditional), Barber (Naai), Garland maker (Malakaar), washerman (Dhobi), Tailor (Darzi), and Fishing Net Maker.
In this scheme, the craftsmen and artisans are recognized by the government by issuing them an ID card for authenticity. Also, credit support of up to 1 Lakh in the first tranche and up to 2 Lakh in the second tranche will be provided with a liberal interest rate of 5 percent. Apart from the artisans and craftsmen, upgraded tool kits will also be provided, and advanced machines and workshops will be conducted at minimal rates to enhance their skills.
