Prime Minister Narendra Modi may not attend the Shanghai Cooperation Organisation (SCO) summit, which is going to be held in Astana, the capital city of Kazakhstan. Stressing relations with China is most likely the main cause due to which PM would not travel to Kazakhstan’s capital city. Modi, who earlier confirmed that he will be attending the SCO summit in Astana, may send External Affairs Minister S. Jaishankar to represent India. Meanwhile, the summit is going to be held on July 3-4, and Kazakh President Kassym-Jomart Tokayev will host the summit.

SCO, which was formed on 15 June 2001, is a Eurasian political, economic, international security, and defense organization established by China and Russia. It is the world’s largest regional organization in terms of geographic scope and population, covering approximately 80% of the area of Eurasia and 40% of the world population. As of 2021, its combined GDP was around 20% of global GDP.

The absence of a top Indian leader from the SCO summit may raise questions about the commitment of India towards the group of member nations of SCO in Astana’s summit as India is one of the full member countries in SCO. Just seven years have passed since India became a full member, and now India’s top leader is not attending the summit. The group includes Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, India, and Pakistan as full members. Iran and Belarus will be inducted this year.

In the meantime, Russian President Vladimir Putin and Chinese President Xi Jinping are most likely to visit Astana for the summit. The focus of the SCO summit under the Kazakh presidency will be counterterrorism in the backdrop of the growing footprint of ISIS in Eurasia and growing radicalisation.
