Landmark Prisoner Swap: Iran and Sweden Exchange Convicted War Criminal and European Official

Hamid Nouri, an Iranian convicted of war crimes in Sweden, has been released from jail as part of a prisoner swap between Iran and Sweden.
Nouri was serving a life sentence for war crimes related to the mass execution of political prisoners in 1988. He has been freed from the Swedish prison and returned to Tehran.
In exchange, Iran released two Swedish nationals, including a European official, who had been imprisoned for more than two years. Johan Floderus was detained in Iran on charges of spying, and Saeed Azizi was accused of assembly and collusion against national security. Both are now back in their hometown, Stockholm.
Nouri was arrested in Sweden in 2019. He was convicted of war crimes related to the mass execution of political prisoners in Iran in 1988. His arrest and conviction were based on the principle of universal jurisdiction, which allows for the prosecution of serious crimes regardless of where they were committed.
Nouri, 63, was arrested when his flight landed at Stockholm airport from Iran. At the time of his arrest, Nouri denied all accusations against him, but he was found guilty of “grave breaches of international humanitarian law and murder.” According to human rights groups, between 2,800 and 5,000 men and women were brutally executed.
After Nouri’s arrest, the relationship between Iran and Sweden deteriorated. The Swedish Prime Minister stated that Iran used the tactic of prisoner swapping to free Nouri, who is considered a criminal against humanity.
Oman, a Middle Eastern nation, helped both countries with the process of the prisoner swap and in negotiations.
