The Narendra Modi government is furious with Prime Minister Justin Trudeau after Canada issued a communiqué on Sunday night requesting India to waive diplomatic immunity for six Indian diplomats, including High Commissioner Sanjay Kumar Verma, and allow them to be interrogated by the Royal Canadian Mounted Police regarding the June 18, 2023, murder of terrorist Hardeep Singh Nijjar.

In response, India has withdrawn High Commissioner Verma and the other five diplomats, accusing Trudeau of smearing India to cater to his vote bank politics. The Modi government, however, has no intention of complying with Canada’s demands, and further diplomatic escalation is expected to maintain parity.

The communique, delivered both in Delhi and at the High Commission in Ottawa, used language more severe than that seen during the Cold War. It followed the burning of an effigy of Sanjay Verma in Vancouver on October 12, along with pro-Khalistani activists exerting pressure on Indian diplomats. The Canadian High Commission in Delhi is currently led by a Chargé d’Affaires, as no new High Commissioner has been appointed since the previous one’s tenure ended.

Despite a year passing, the RCMP has found no evidence implicating Indian agents in Nijjar’s murder, prompting Trudeau to escalate the situation by confronting PM Modi at the ASEAN summit in Laos on October 11. Modi dismissed the discussion, stating it was not the appropriate time or place, while Trudeau expressed his desire to resolve the matter, noting that the two nations’ National Security Advisors would meet the next day. This meeting took place in Singapore on October 12, where Indian NSA Ajit Doval challenged his Canadian counterpart to provide proof of Indian involvement or cease playing vote bank politics. Canada issued the communiqué after the tense meeting with Doval.

A senior security official stated, “We are clear that Canada must back up its allegations against India with legal proof, not just political rhetoric. Any future Canadian action against India will be met with a proportionate response.” It is evident from the communiqué that the RCMP lacks proof against India and is hoping to compel Indian diplomats to implicate themselves. The harsh tone of the message suggests it has been influenced by Trudeau’s office, as he strives to maintain the support of his extremist Sikh voter base.
