Historic Peace Accord Marks Turning Point for Assam as ULFA and Government Unite

In a momentous development, the pro-dialogue faction of the United Liberation Front of Asom (ULFA) formalized a historic peace accord with both the central and Assam governments. This groundbreaking agreement signifies a commitment to abandon violence, dissolve the organization, and actively engage in the democratic process. Union Home Minister Amit Shah, joined by Assam Chief Minister Himanta Biswa Sarma, underscored the profound importance of this occasion, heralding it as a monumental day for the people of Assam.
ULFA, a source of violence in Assam since 1979, has chosen a path of reconciliation and civic participation. Minister Shah announced a substantial development package earmarked for Assam as part of the accord, emphasizing an unwavering dedication to the full implementation of each clause. He highlighted a noteworthy reduction in violence, deaths, and kidnappings in Assam since the initiation of negotiations.
Chief Minister Himanta Biswa Sarma characterized the accord as “historic,” attributing its success to the visionary leadership of Prime Minister Narendra Modi and Home Minister Amit Shah. The culmination of the accord follows 12 years of unwavering negotiations between the ULFA faction, led by Arabinda Rajkhowa, and the government.
While this peace pact holds the promise of concluding decades-long insurgency in Assam, it’s important to note that the hardline faction led by Paresh Baruah remains outside the agreement. Baruah is believed to be situated along the China-Myanmar border. Established in 1979 with the demand for a “sovereign Assam,” ULFA was declared a banned outfit by the central government in 1990.
The initiation of peace talks by the Rajkhowa faction on September 3, 2011, and the subsequent Suspension of Operations (SoO) agreement with the Central and state governments mark a significant step towards lasting peace in the region.
