Government to Release Revised Broadcasting Bill Draft After Extensive Consultations

The Ministry of I&B is conducting a series of consultations with stakeholders regarding the draft bill. Additional time has been given to gather comments and suggestions, with a deadline set for October 15, 2024.
On Monday, the government announced that it will conduct further consultations to prepare a new draft of the broadcasting bill, following concerns from various groups about restrictions on social and digital media in the proposed legislation.
The draft Broadcasting Services Regulation Bill, which was shared by the government with select stakeholders, faced criticism from media organizations such as DigiPub and the Editors Guild of India. These bodies argued that digital media organizations and civil society groups were not consulted during the process.
The Ministry of Information and Broadcasting stated on X that it is currently holding a series of consultations with stakeholders regarding the draft bill. Additional time has been granted for the submission of comments and suggestions, with a new deadline set for October 15, 2024. The ministry also confirmed that a new draft will be released following these comprehensive consultations.
The Ministry further noted that it is actively working on the draft of the Broadcasting Services (Regulation) Bill, which was initially made public on November 10, 2023, along with explanatory notes for stakeholder feedback. The draft received numerous recommendations, comments, and suggestions from various associations.
One version of the draft bill proposed including online content creators under the same regulations as OTT and digital news broadcasters, thereby subjecting them to the Ministry’s Content and Advertisement code. This would have required individual online content creators to appoint a grievance redressal officer and establish a content evaluation committee once they reached a certain number of subscribers.
