The three-member special investigation team (SIT) determined that Manish Kumar, a defense ministry employee and resident of Rewasa Dhani, had a legitimate complaint. As a result, the four police officers, including Tanwar and three other unidentified police personnel, based in Hansi, were charged on Friday night.

Kumar reported to the Tosham police that on August 20, 2021, he and his friend Naveen were present at a workshop in Tosham for his car to be washed.

“Four casually dressed police officers arrived and inquired about our names. They drove their car and forcibly snatched us. When I objected, they began severely beating me with their belt and subjected me to three days of third-degree torture, which involved submerging my head in a pool of water. I was threatened with death and asked for a bribe of ₹8 lakh. They did not provide an explanation for my arrest. On the fourth day, they hurled me from their automobile into the Hansi area. I was sent to Bhiwani Hospital after being taken to Civil Hospital Tosham in a hurry. I had complained to the Hansi and Bhiwani SPs at the time, but they refused to file an official complaint against the police,” complained the victim.

Kumar stated that he had petitioned the Supreme Court on January 28 of last year, and the court had directed the Punjab and Haryana High Court to conduct an investigation into the case. The Haryana DGP was instructed to investigate the allegation by the HC on August 10.

Hisar range Shrikant Jadhav, the DGP, has appointed Hansi SP Maqsood Ahmed to head a departmental investigation into four police officers. The three-person SIT would be headed by the DSP and ADGP.

The four cops were booked under Sections 166, 323, 34, 343, and 365 of the Indian Penal Code (IPC). Sub-inspector Ranbir Singh of Tosham police station said they have started an investigation into the matter.
