FIR Filed Against Karnataka Deputy CM DK Shivakumar for Alleged MCC Violation During Lok Sabha Campaign

An FIR was filed against Karnataka’s Deputy Chief Minister, DK Shivakumar, on Saturday for violating the Model Code of Conduct (MCC) during his campaign for the Lok Sabha elections.
The complaint is related to a viral video where Shivakumar appears to ask for votes from residents of a housing society in Bengaluru’s RR Nagar, allegedly promising regular water supply, a CA site, and other benefits in exchange for voting for his brother, DK Suresh. The Bharatiya Janata Party (BJP) criticised Shivakumar for “blatantly abusing power.” BJP IT Cell head Amit Malviya shared the video on X, commenting that Shivakumar, with a threatening tone masked as humour, suggested that if the residents did not vote for his brother, he would know because their votes are in a couple of booths and might not provide the promised benefits.
According to Malviya’s post, Shivakumar said, “I have come here for a business deal. There are 2,500 houses with 6,000 votes… You need a CA site and Cauvery Water. If I get this done, what will you give to me?” Malviya described these words as “unacceptable” threats and coercion.
“If he doesn’t keep his promises, the BJP will when they take power. But such threats and quid pro quo for delivering what one is elected to do are unacceptable,” Malviya added. He tagged the Election Commission in his post and urged them to address the “multiple violations and intimidation.”
The Chief Electoral Officer of Karnataka announced on X that an FIR had been registered by the Flying Squad Team (FST) of Bengaluru against Deputy Chief Minister DK Shivakumar for MCC violations during his speech to apartment owners in RR Nagar. The FIR No. 78/2024 was registered at RMC Yard Police Station under sections 171(B)(C)€(F) of the Indian Penal Code (IPC) for bribery and undue influence during elections.
In the footage, Shivakumar can be heard saying, “You need to share your confidence with me so I can take care of you… I am the Deputy Chief Minister, Minister for BDA, Bengaluru, and Water—I am everything here. Today is in your hands; it’s your decision. I came to your home. Use me. Vote for me. I’ll get all these things done within two to three months.”
Bengaluru residents have been facing a severe water crisis for over a month due to soaring temperatures and a lack of rain. The city’s main water sources, the Cauvery River and groundwater have been insufficient to meet its daily needs. Reports suggest that around 50% of the city’s borewells have dried up. Bengaluru requires 2,600 million litres of water daily, but it only receives half of that amount. This water shortage has made life challenging for the city’s residents. The Lok Sabha elections in Karnataka will occur in two phases—on April 26 and May 7—with results expected on June 4.
