The Delhi High Court, on Wednesday, directed the Railways to address concerns regarding the sale of platform tickets and the maximum number of passengers allowed per train coach. These issues were highlighted in a Public Interest Litigation (PIL) following the February 15 stampede at New Delhi Railway Station.

The court ordered that the Railway Board examine the concerns raised in the petition at the highest level, as suggested by Solicitor General Tushar Mehta, and submit an affidavit detailing the decisions taken. Chief Justice D.K. Upadhyaya and Justice Tushar Rao Gedela emphasised that the PIL was not limited to the recent stampede but also sought the enforcement of existing legal provisions under Sections 57 and 147 of the Railways Act.

Section 57 mandates the railway administration to fix the maximum number of passengers in each compartment, while Section 147 requires platform tickets for station entry without a valid reservation. The bench questioned the Railways on ticket sales exceeding coach capacity, stating that proper implementation of legal provisions could prevent such stampedes.

Solicitor General Mehta acknowledged the “unprecedented” situation on the night of the incident and assured the court that the matter would be addressed at the highest level. The next hearing is scheduled for March 26.

The February 15 stampede at New Delhi Railway Station resulted in 18 deaths and 15 injuries. The incident occurred amid a surge of travelers heading to Prayagraj for the ongoing Maha Kumbh. Overcrowded trains, ticketless passengers in reserved coaches, and reports of vandalism by those unable to board have further exacerbated the crisis.
