By-elections for 15 assembly seats across Uttar Pradesh, Punjab, Kerala, and Uttarakhand are taking place on Wednesday, November 20. Voting began at 7 a.m., with the counting of votes scheduled for November 23. In Uttar Pradesh, elections are being held in Katehari, Karhal, Meerapur, Ghaziabad, Majhawan, Sisamau, Khair, Phulpur, and Kundarki. A total of 90 candidates are contesting these seats, with Ghaziabad seeing the highest number of candidates at 14. There are 34,35,974 eligible voters, comprising 18,46,846 men, 15,88,967 women, and 161 third-gender voters. Ghaziabad has the largest voter base, while Sisamau has the smallest.
This election serves as the first significant test for the INDIA bloc and the NDA in Uttar Pradesh following the Lok Sabha elections. In the 2022 assembly polls, Sisamau, Katehari, Karhal, and Kundarki were won by the Samajwadi Party (SP), while the BJP secured victories in Phulpur, Ghaziabad, Majhawan, and Khair. The Meerapur seat was previously won by the BJP’s ally, the Rashtriya Lok Dal (RLD).
In Punjab, by-elections are being conducted in Gidderbaha, Dera Baba Nanak, Chabbewal (SC), and Barnala. These seats became vacant after their MLAs were elected to the Lok Sabha earlier this year. Gidderbaha, Dera Baba Nanak, and Chabbewal were held by the Congress, while Barnala was represented by the AAP. The key candidates include BJP’s former Punjab finance minister Manpreet Singh Badal, Congress’s Amrita Warring and Jatinder Kaur, and AAP’s Hardeep Singh Dimpy Dhillon, along with several others.
Amrita Warring is married to Punjab Congress chief and Ludhiana MP Amrinder Singh Raja Warring, while Jatinder Kaur is the wife of Gurdaspur MP and former Punjab deputy chief minister Sukhjinder Singh Randhawa. In addition to Uttar Pradesh and Punjab, by-elections are also being held in Kerala for the Palakkad seat and in Uttarakhand for the Kedarnath seat. The Palakkad by-election was triggered after Congress MLA Shafi Parambil was elected to the Lok Sabha from Vadakara. The Kedarnath seat fell vacant following the death of BJP MLA Shailarani Rawat in July.
