A constitutional amendment bill proposing simultaneous elections for the Lok Sabha and state assemblies has been scheduled for introduction in the Lok Sabha on Tuesday. Known as the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, it may be referred to a joint parliamentary committee for further deliberation, as reported by PTI.

According to the Lok Sabha agenda, Union Law Minister Arjun Ram Meghwal will present the bill advocating for the “one nation, one election” initiative. He is expected to request Speaker Om Birla to forward the bill to a Joint Committee of Parliament for broader consultations.

The bill also seeks to synchronize elections in the Union Territories of Jammu and Kashmir, Puducherry, and the National Capital Territory of Delhi. However, as outlined in the circulated draft of the bill on December 13, the implementation of simultaneous elections is not anticipated before 2034. If the Lok Sabha or a state assembly is dissolved before completing its full term, midterm elections will be held solely to fill the remainder of that term.

The bill proposes the addition of Article 82(A) (pertaining to simultaneous elections for the Lok Sabha and Legislative Assembly) and amendments to Articles 83, 172, and 327, which govern the duration of parliamentary and assembly terms and election-related provisions.

The provisions of the amendment will take effect on an “appointed date,” which the President will announce during the first Lok Sabha session after the next general election. The designated “appointed date” is expected to follow the Lok Sabha elections in 2029, with simultaneous elections beginning in 2034.

As per the bill, the tenure of the Lok Sabha will be five years from the appointed date, and the terms of all legislative assemblies elected thereafter will align with the Lok Sabha. If either the Lok Sabha or a Legislative Assembly is dissolved prematurely, the term of the new House or Assembly will be limited to the remaining portion of the original term.
