Biden Set to Sign New Security Deal with Ukraine During G7 Summit
According to a top U.S. official, US President Joe Biden will be signing a new security agreement with Ukraine during the official meetup with the Group of Seven democracies in Italy. The agreement stands as a testament to America’s long-term support for Ukraine and is set to be signed on Thursday. Biden’s departure to Italy on Wednesday is intended to increase pressure on Moscow over its war on Ukraine, and Beijing for its support toward Russia and excess industrial capacity.
White House national security advisor Jake Sullivan says that the agreement would clarify America’s support for the long-term, particularly in the defense and security spaces. He adds, “By signing this, we’ll also be sending Russia a signal of our resolve. If Vladimir Putin thinks he can outlast the coalition supporting Ukraine, he’s wrong.” Other bilateral security agreements have already been signed by fifteen countries, which would strengthen Ukraine’s weakening defense capabilities. The security deal yet to be signed by Washington includes a commitment to working with Congress to raise funds for Ukraine moving forward but will not commit to using US forces on the ground. It includes a 10-year commitment towards training Ukraine’s armed forces and expanding cooperation in the production of arms and equipment.
On Wednesday, the US expanded its sanctions on Russia, including by targeting Chinese companies that sell semiconductors to Moscow. This was done in an effort to put pressure on Russia, which is continually advancing on Ukraine. However, Biden’s efforts come with questions regarding the agreement’s long-term implementation, as many fear that he is an interim between two Republican presidencies. Both Biden and the recently convinced Donald Trump are running for the presidency in the upcoming November elections and are neck-and-neck in the polls. This uncertainty is fueled by shifting uncertainties on both sides of the Atlantic. Big wins by far-right candidacies in the European parliament could raise doubts on whether complications may arise and support for Ukraine would weaken.
The Group of Seven summit is a conference amongst the world’s most developed nations, including leaders from other powerful democracies. The meeting is set to occur during the 13-15 of June, where leaders will delve into several arenas of global concern, such as the Middle East, trade imbalances with China, developmental challenges in Africa, and Artificial Intelligence. The leaders are also expected to announce new sanctions and economic controls on Russia amidst the war. The summit is expected to discuss the US proposal for Kyiv, which would grant monetary aid as a loan secured by interest on Russian assets of $325 bn that were frozen following the war on Ukraine. If passed, the proposal would provide Ukraine with a significant lifeline.
Nonetheless, unpredictable political conditions in Europe and the Atlantic raise significant doubts as to whether any solutions can be implemented.
